SUBMIT THE APPLICATION TO A NOTIFIED BODY OR RECOGNISED THIRD PARTY

It allows you to apply to become a Notified Body (NB) or a Recognized Third Party. The process of notifying bodies consists of notifying entities that carry out functions relating to the conformity assessment procedures mentioned in the applicable technical harmonisation legislation, whenever third-party intervention is required. These bodies are notified to the European Commission to intervene as NOs in the product modules and/or standards according to the assessment systems defined in each of the directives, regulations and national legislation. The Portuguese Quality Institute, IP is the notifying authority for the directives/regulations listed on its website.

Who can apply?

Any public, private or mixed body which, depending on the conformity assessment modules (systems) in question, carries out activities as:

  • Certification body for products, processes and services;
    • Management system certification body;
  • People Certification Body;
  • Inspection body;
  • Testing laboratory (only applicable to the Construction Products Regulation).

At any time, provided that the conditions indicated in the service requirements (below) are met.

Service requirements

The notification of organisations by the IPQ requires their prior accreditation by the Portuguese Accreditation Institute (IPAC) for the conformity assessment modules defined in each of the directives, regulations and national legislation.

How much does the service cost?

Order no. 6018/2016 of 5 May defines the fees applicable to this service, which are independent of accreditation costs:

  • € 750.00 (plus VAT at the legal rate in force) for the instruction of the notification process;
  • € 500.00 (plus VAT at the legal rate in force) to extend the notification.

Payment of the applicable fees must be made at the time of submission, by bank transfer to: Instituto Português da Qualidade, I.P.

How long does the process take?

10 working days after payment and provided that the file is complete, the applicant organisation is informed of the status of the application and whether it is ready to be notified to the European Commission.
